If your gonna use the hexer's hood only do 29/29 int faith as it gives +1 in each stat, I found just using minimum requirements to wield chaos blade perfectly fine and gives more points to put in vigor or adaptability (thus 12 str and 25 dex).
So I use an uninfused Chaos BLade for RAW Damage, and just add a resin to hit through Shields and deal additional damage. It is really strong! The chaos blade does the most damage but it's considered a cheesy Shit weapon because of it. Blacksteel has the best moveset, arguably the best in the game. If you want to powerstance 2 katanas you need to figure out the minimum stats you need for it- as for fighting with a chaos blade 2handed, i wouldnt really recommend a 40 str 40 dex quality build. Actually i would advise you not to put points into dex or str at all besides 12/25 that are recommended for the chaos blade.
I think. Im not 100% sure, but its not useless whatsoever. The Sunlight Blade in DS2 doesn't scale like it did in DS1, it only gives 50 base + 30% just like the resin does.
